Good luck with your project. There are many different ways to make a pageant dress but if you get a basic pattern with a bustier style bodice and add straps to it and put boning in the seams at least on the sides and back you should do well. Trims can be pretty much anything you want, many craft and fabric stores have trims that work nicely. Yu can look on dresses for sale on ebay and get some ideas too.
As for the skirt, there are as many different tricks as there are dressmakers and there are some on this board that sell patterns or you could go with a ballerina style skirt pattern and modify for your needs. Most high glitz pageant skirts have 30 or 50 lb fishine serged into the hem to give a curl so the skirt does not go flat. "cupcake" style means different things to different people but it usually means you have several overlayers (3)one shorter than the other stacked and sewn over the ruffle layers so it ends up in the shape of a cupcake. Skirts can be tricky so be patient.
This is a very ambitious project for high school, again good luck.
