because they can. but really i think it has a lot to do with the complacency of the human race, especially the americans, because everyone is so wrapped up in the mundain aspects of life (i suspect "the powers that be" planned that also) for us to keep an eye on big brother. they say their reasons for this spying is to keep an eye out for terrorist, and drug activity. just check out the subject of ECHELON the url is....
