If memory serves I made a similar ruling on Larry Nassar last year. Although prison officials are not providing a ton of information, his condition appears to now be "stable." The threat of future violence against him is certainly a reason why he's a good pick, but as with Yevgeny Prigozhin last year the likelihood that he will be murdered soon is not a pre-existing medical or mental health condition. If you wish to appeal this ruling, it can be brought forward to the Supreme Court. Which is ironically Bizcocho. Not that a Supreme Court would ever render a biased verdict, but I'm not sure you're going to win on this appeal.
