A bright sun (200-500%)
A highish sun
Clouds Cast Shadows enabled
Clouds with holes (for the sun to shine through)
Generate clouds till you get sunrays
Play with shadow lightness
Play with position of sun
Play with atmosphere (not too much haze or it will look dull)

I think that should give you some quick pointers.
