Don't mistake "hardware acceleration" with "3D acceleration"!
The hardware acceleration has got to do something with the 2D-performance and capabilities of the Windows-Desktop.
To set those settings do the following (I don't know the exact english names for the menus but maybe you can figure it out yourself):
right-click on the desktop and select "Properties". This will bring you to the "Display-Properties". From there select the last option named "Properties". On that page select "More options". The next item to select should be named "Performance" or something like that. On that page there is a setting for the hardware acceleration. Voila
