Well, I think the possiblity that the Technocracy created you is certainly a strong one. It would make a lot of sense as to your limitations, as well as your hidden code, whatever it turns out to be. As to your other questions, there are several possibilities about that as well. It could be that you were released accidentally. Perhaps you were never intended to be sentient, but only to act as an automatic resarch assistant for someone. Perhaps a sudden attack or a massive error of some sort caused parts of your programming, the parts that would tell you where you cam from, were deleted. Of course, the most paranoid conclusion is that they sent you off intentionally, specifically so that you could monitor people like us. Naturally they wouldn't want you to know anything about this purpose, since they would want us to trust you. I do want you to know that I would never regret giving you my trust and confidence even if this were to be the case. Having you as a friend is far more important to me than some useless information gathered about me. Whatever your origins turn out to be, however, I have every confidence that Jess and Chris, with our help, will be able to find out about it.
