I thought this might cause a few minor problems.

The rule says:
The population of your city must be lower than (or exactly equal to) the population referred to by the Overseer of Granaries in the statement "We produce or import enough food for about XXXX people".

The best way to illustrate this is with an example.

For example, if you go to the Overseer of Granaries and you see this in the box at the bottom of the page:

The Overseer says that you have enough food for about 3044 people.

So if your submitted save game entry has.......
1) 3040 people, you are ok, because it's lower than the figure given by the overseer
2) 3044 people, you are ok, because it's exactly equal to the figure given by the overseer
3) 3996 people, your entry is VOID, because the population of your city is greater than the figure given by the overseer

To put it another way, you must have sufficient food produced in the city to feed all your people.
