Never came across a situation like that... anyway, when you get there, you can just go to the various dive centres and ask whether they'll do that.

One problem I can see is that they would not know whether you have completed your theory & other pre-open water training. Similarly, the local operator you did your pre-open water training with is not going to know whether you have completed your open water. So who is going to issue your certification when both are not sure whether you have completed the course? Unless the dive centre in Redang knows your local trainer and they can vouch for each other.

I guess I can get a referral letter that I have completed the local swimming pool dives from the local dive center. However, the ultimate decision whether to allow me to go to the open water dives and get my certification depends on the dive center at redang.
