The cheaper versions come as a package comprising a mask & snorkel, while the better ones are usually sold separately. The cheaper ones can be bought at many department stores (sports/swimwear section) like Isetan, Carrefour, Takashimaya (just below Best) etc. For a wider selection, try specialty dive/marine equipment stores like the 3 at Lucky Plaza basement, Concourse, 1 at Marina Square etc. Some sport shops like Sanwin Sports (e.g. branch in Holland V) also carry some fins/masks/snorkels. If you're not an experienced snorkeller, get the snorkel with the purge valve - it's easier to expel any water that gets inside. It'll cost slightly more than the cheapest type which is just a 'J' tube without any purge valve.
