Help with submarines please

Hello.

I just bought the game and have made it to the last US campaign. I think I have most everything figured out except building subs. On the last few campaigns I just figured out ways to make it without subs, but now on the last mission I really need them, darn Attack Carrier is tough to destroy without them. I build a Sea Command Center, then add the supply depot, Sea Stategy Center, upgrade the supply depot, and then add the Special Operations Center. Submarines still do not come up as an option. I can build everything but Nuclear Submarines.

Could someone please tell me what I might be doing wrong?

Well actually, I defeated the ILA carrier without any subs in this mission. It was attacking my carrier, so I just moved it out of the way, and made my destroyer and cruiser attack it. The poor ILA carrier just kept following my carrier (or at least trying to--it was blocked). It never fired any torpedoes at my destroyer or cruiser, and soon it was sunk.
