This stresses the idea that citizenship at any moment may expand in one area of rights as it contracts in another, and that democracy's distribution and depth are uneven in a certain population. In our reading, this refers to Brazil, where civil rights are often violated by the police, the justice system is severely dysfunctional (to the point that it PREVENTS illegal actions from being prosecuted), and individual citizens operate under a system of privatized justice (see ID #217, which I accidentally posted as a reply to Jamie's first ID). This disjunction impairs the exercise of citizenship and legality and thus limits democracy in Brazil. An example of the disjunctive democracy is the use of the legal system to tie up land claims interminably so as to make illegal holdings "legal."
