The torturer problem is the problem of how should the democratic government respond to charges of gross violations of human rights commited by the officials of the authoritarian regimes? Was the appropriate course to prosecute and punish or to forigive and forget? A classic exmple is whether or not to prosecute Augusto Pinochet.
