Billings, a longtime volunteer advocate of improving health care in New York City, died on Nov. 14 in Bloomfield, Connecticut, where she had been living recently. She was 95 and formerly lived in Brooklyn. For six decades she was a prominent volunteer in New York City in the realm of not-for-profit health care and hospitals, notably as a member of the board of the United Hospital Fund of New York. She and Laurance S. Rockefeller received the fund's distinguished service award in 1979. Josephine Swift was born in Brooklyn. For more than 60 years she was married to George M. Billings, who died in 1988. He was a lawyer at Cravath, Swaine & Moore. Mrs. Billings is survived by a niece, Margot Q. Cassedy of Woodstock, Conn., a great-nephew; and a great-niece.
