Just what is a lobbyist?

And who is this John Pike guy?

When the Nuclear Times was asked this question their responce was

" ...John Pike is a skilled, inside-the-beltway operator and a master at dispensing anti-Star Wars one-liners to the media. As an indefatigable lobbyist, Pike probably did more than any single individual to throw sand into the gears of the administration's pro-SDI propaganda machine. The SDI program may have been a moving target, but it could not hide, even for a moment, from an analyst like Pike."
