That depends on how one views defense. I guess it's M.O.T.S. military battlefield tactics and STRATEGIC doctrines that has guided US since World War II, Korea, Viet Nam, Desert Storm, etc. so the cyber-warfare guidance would, could and will establish the rules under which the United States would penetrate and disrupt foreign computer systems. But like all animals trained to sniff out and kill it could become a back biter. So that too depends on whose hands it's control is in huh?
