I think that results are more important than potential. Hard work is always the way to sucess, and potential can only help someone who does their job. If a first semester RA has jumped in and wowed us all, I don't see why they can't receive an outstanding rating. If they have completed every aspect of their job and more up to that point, it would not seem right to give them a lower rating than someone who is a returner who is performing at the same level.
