"self govern" means to me that the students feel that they can handle certain problems and concerns on their own, or with support when needed. If there is a student who disrupts the community, say someone who is always loud, it is important to encourage others to approach this person. If an RA is always the one to bust this person, they may not take it seriously. But when you encourage the student's peers to discuss the issue with them, the message might get through a little better. In the non-college world, if your neighbor is noisy, you don't call the police right away, you talk to them about the problem first or they may get pissed at you and not listen to what you have to say. So it is an important stage of development to be able to handle confrontations in the appropriate manner. Also, allowing students to make policy changes through hall council is another aspect of self-governing. It gives them some of the responsibility of building their community and ensuring a good environment for the residents. RA's and HD's are there to act as mentors and advisors to the "self-government." They can set forth the ground rules for self government as a balance for the needs of the community.
