I think that it is important that residents understand that we have rules that need to be followed all the time, not just some of the time. Just like we have laws in our society that are important to us. It is important for being part of a community. They have to be treated as adults with responsibilities and not just students who can get off easy. It may be difficult with freshmen (and some upperclassmen) who think that college is just one big party, but they have to realize that they can't just do whatever they want and remain part of the community.
