Yes, there is a slight connection. The literary source of this opera also has Paris as its setting--and both Moulin Rouge and La Traviata have women of, ahem, questionable repute in the spotlight.

A major difference: La Traviata is ostensibly set during the late 18th century (not the 19th, as many modern productions dress their characters), and Violetta is a courtesan, much higher in social rank than the women of the Moulin Rouge. I must confess to not having seen Moulin Rouge, so my comments must end here.
