Good stuff, I'm running it in all my vehicles.
It works best (biggest difference) with straight water (race car). That is not an option in a street car (freeze point)
It works by lowering the surface tension of the water, allowing better thermal transmission.
Firefighters have been using the same concept for a long time, by breaking the surface tension of water it will create finer drops and absorb more heat, also spread out better.
If you want to see how the concept works put a drop of water on your counter top and add a drop of dish washing liqiud soap. Obviously "Water wetter" is not soap, but it is the same concept.
