Make sure that there is power to the guage. Ground the "sender" wire and the guage should go to full. If that doesn't work the guage is bad. If it does, you will have to remove the float / sender/ fuel pump assy. from the fuel tank.
I have seen several older S-10 fuel level senders that were bad and had to be replaced.
