Does the cruise control work? The horn and cruise control are operated by another computer module, that senses the resistance of the switches in the steering wheel. The horn just takes a short to ground (seems like it to the module) to operate. The cruise control has to have certain resistances to operate, so if the wiring is working, but not correctly, you may have a horn, but not the cruise or air bag. As far as cost is concerned, it depends on how long it takes to find the problem. Be prepared to authorize about 2-3 hours diagnostics time, to find out what is happening in the system. From there, it depends on what is wrong as to what it will cost to repair. Wiring = couple of hours labor. Module = upwards of $150 plus labor. Air Bag = $400 and up, plus labor. Wild guesses, don't hold me to them. LOL
