Subject: 98 crown vic issues

I have a 98 ford crown vic police interceptor 4.6L... the car exibits overheating condion wile sitting at idle..ive ruled out the thermostat, i checked the cooling fan rely and high speed cooling fan fuse , i know the fan is good cause i tested it for operation and it worked and i tried to change the coolant temp sensor and somehow it caused my temp gage in my insterment panel to be inoperable however when i plugged in my scan tool my comp is picking up on the coolent temp...so what im thinking the computer isnt sending a voltage signal to the cooling fan and i think that the inoperable temp gage are regulated somehow even tho the computer knows the coolent temp cause my scan tool shows it ...so basically im stumped any thoughts????
