Check the floats in the carb. If they are bad they don't regulate the flow of gas to the engine and it floods itself out as you described. On the side of some Honda carbs there are clear, round pieces of glass where you can see how much gas is in the float bowl. If should show about halfway full. If it is all the way full the floats are either bad or there is debris causing them to stick. Another way to check this out is to pull the fuel pump fuse out after this happens and see if the engine will run fine for a little while until the carb runs out of fuel.

To fix the float or inspect the floats you will need to remove the top cover off the carb. Be patient their are a few little metal ring clips that are tiny and easy to lose. You can buy the floats seperately, probably from Honda.
