Most pekingese grooming books will tell you to clean and then thourougly dry that crinkle or fold of skin. It gets very moist from the tearing and can start growing fungus, or more obvious, a lot of skin discomfort. You said he won't let you near that area but you'll have to try somehow to do it everyday. I hope that helps.
