There are a few options you can try.

First of all, what age is your peke? My one dog used to get cysts all the time because of too high of a protein content in her food, I switched foods and the problem corrected itself.
Next, I would suggest taking her to a different vet and see if he can give you a long time solution. I have heard that if a dog has a thryoid problem that sebaceous cysts can result. If this is the case, you doctor would give you some medicine to treat and correct the thyroid problem. Usually in this scenerio the dog has hypothyroidism.

Now this is just some advice, I would seek your vet for professional advice or seek another vet for a second opinion.
