in the sense that they were taking power from the elite and bringing it to the people. Granted, the form of government they established was not democratic, but the power was wrested from the oligarchy and for their time that was VERY democratic.

But TTB is right--the term "democratic reformer" is used to describe everyone from Yeltsin to Putin, Walesa to Musharraf. That makes the word almost meaningless. When used by the State Dept I think it means "They have our monetary and CIA support." not that they really embrace democracy.
