that sexual harassment laws generally apply to someone who is in a position of authority over the one who is being harassed, but I may be way off. In any case, I agree that T is the lesser threat. The woman has a history of provoking these kinds of actions, whereas, if your story is accurate, this was a first offense for T. I think that the woman should go. T should be disciplined.
