The focal point of members around the world focus on our Prophet, Seer, and Revelator, whoever he might be.

The non-US members may want to focus on the GAs and prophet, wanting to follow their teachings and council. But then when said American GAs/prophet make statements that clearly support a US agenda (i.e. the current "war on terrorism"), how is a non-American LDS to respond? Does he forsake allegiance to his country and echo the GAs'/prophet's position or does he discount the GAs'/prophet's statement as little more than nationalistic opinion? And if he does discount the nationlistic words of the GAs/prophet, does he stand condemned as not "heeding the words of the prophets"?
