THis sounds like more than just dry skin to me, sounds more like an allergy to something - possibly food, laundry soap/fabric softener, etc. I would first get this dog in to see the vet to rule out staph infection, yeast infection or some other cause. They may want put the dog on steroids temporarily or have you give Benadryl to help control the itch, then purchase a medicated shampoo to help alleviate the itch. Eqyss makes some wonderful products called Microtek to help with itchiness; Zymox shampoo/rinse is a wonderful antibacterial/antifungal product and will help to control any secondary infection from teh scratching.

The best "anti-itch" spray is available only with a prescription - it is called Genesis spray. Most vets do not have it on hand but can order it or, if you have a vet dermatologist local, they may have it in stock.
