Acne is not uncommon and since she came from less than sanitary conditions I would immediately get her on some antibiotics. Cephlaxin is normally precribed.

Short of that, purchase some Keratolux shampoo (you can get it from your vet or order on line from www.entirelypets.com). I would start with bathing her 2-3x/week, leaving it on each time for the required 10 min. If you don't see any real results after that, then ask your vet to start her on a 20 day abx regimine for a staph infection.

Check the bottle of lotion you're using, make sure it has no lanolin in it. If it does, pitch it as most CCs are usually very sensitive to it. I suggest trying Lubriderm for sensitive skin, Curel, or Aveeno.

While she is broken out, I would not clothe her in anything other than a little cotton t-shirt, removing it at minimum nightly. Many times clothing can exacerbate skin conditions.

Thank you so much for rescuing this poor little princess. I hate to think of any dog living outdoors 24/7, but especially the HL kids. I rescued a HL male last year who had been made to live outside in the KS elements for 2 yrs.

I pray animal control takes all other living creatures in this person's "care" too!
