If the owner of the dog, the girlfriend, is STILL living there and neglecting her dog, then call the local Animal Cruetly officer and make a complaint. They will take the dog away if it is living in disgusting condtitions like you describe, and she will likely be charged with cruelty or neglect.However, an 18 yrs old dog is not a good candidate for adoption, so you have to take that into consideration. I live in FL, but I dont know where you are, most counties have websites set up like this one for Miami-Dade: http://www.miamidade.gov/animals/cruelty.asp
