 Like Lee said you really don't have many choices on what you can do. I think reporting the breeder to AKC would be a nice idea. At the very least maybe if there is enough complaints maybe they'll refuse to paper her pups. I don't know how much trouble you want to go through but give The American Chinese Crested Club a try too. If the breeder is a member she'll get tossed out quickly. From what I gathered about them they are really strict about what breeders do and don't mess around with cheats and liars.

Poor pup, hope she gets better soon.
