The CPUs used are standard IMM (Intel Mobile Module) Pentium-II (and III too, I think) CPUs, I believe. It should just be a case of buying a replacement module from a notebook parts specialist (any serious CPU mailorder company should probably carry them I expect). As for upgrading - I'm really not sure - there's a good chance it's possible (up-to the maximum rating Transmonde originally sold them in, I suppose - possibly further, but I expect you'll be dangerously pushing the boundaries of frequency limits and thermal dissipation).
One thing: Are you certain that the CPU's bad? could it be a memory module?

To remove and replace the module (at least with _my_ Vivante XL - it's not impossible yours may have a different configuration) you have to get the keyboard and speaker/heatsink module off first. One of the screws in the speaker strip is cunningly hidden underneath the Transmonde logo sticker. The CPU connects to the mainboard with 2x high-density dual-in-line surface-mount connectors. These can be a bit stiff, and you may need some leverage to get the module off (just be sure that all four screws are gone from the corners, and that there's nothing remaining attached to the heatsink interface.
