OOC: I think it is a good idea, as long as everybody else got to be informed about desicions. This would keep military strategies and such secret with a minimal chance of them leaking out. However, if everything about it is going to be secret, then it is a bad idea, as the populace needs to know what the senate is doing. And the Senate board would be a place for them to voice opinions on Senate desicions. -- Senate Board
