Harm could have just taken a 'detour' on the way back to Falls Church. Not everything is an order. The Colonel-I couldn't see insignia, and if he was a lt. colonel, he wouldn't have even ranked Harm. Yes, he was the SAR commander on scene. However, Harm is 1) not in the normal course of things subject to his orders 2) Free, and over 21. The search was conducted on public, not military property--real world, the police, park rangers, etc., would have been involved, though they are happy to have military help, even when it's a civilian whose lost.
