Horse breeders have (for the most part -- there are always a few dissenters) come to the conclusion that any white marking on a horse is an indicator of a pinto gene. And that a horse with small/limited white markings has the potential to breed the markings on; there have been a number of surprising foals with lots of white bred from parents with limited markings -- the conclusion being accepted that any markings can create any markings. You don't have to have huge white spots to pass on white genes; but it certainly helps.

That includes lip marks, stars, stripes, socks, stockings and small white marks around the feet.
