Subject: appraisal

I went to my first SABT appraisal on Tuesday. I didn't take any of my dogs because I have never really cared for the appraisal system. This trip didn't do anything to change my mind either. However I do have a question for anyone who has been to an appraisal before.

Is it normal for the judge to say he likes dog A better than dog B but dog B scored higher?
