Fixing the dog will probably not help, but you should still do it. Is the other dog fixed? Instead of seeking help on this board, I suggest you get a hold of a behaviorist near you. It's hard to give advice over the internet when we know nothing about the dogs or their home life. You didn't list the sex of the dogs, are the both males? Both females? Same sex can be the problem. But in order to help you and the dogs, you need someone that can come to your house and observe the dogs in their home environment
