If the breeder has lost the papers he can always contact the registry and ask for duplicates (provided he actually has the dogs or pups registered).
Just knowing who the breeder is and the names and numbers of the dogs in question won't do the job. Anyone could claim that they had the dogs or pups and lost their papers. The USBA will send duplicates only to the last registered owner. Also, it is always possible that the breeder sold the dogs (pups) on payments with papers to be given when the full amount has been paid. The registry has no way of knowing.
