I would not reccomend muzzling. That can cause her agression to get much worse. Personally seek a behaviorist ASAP. Take her out at times when there are the least people and animals around. If you see someone, distract her with praise and keep her attention on you until they pass. Make it a happy time. I'd work with her in home first meeting new people and animals.
