The Borg have been rather badly handled over the years. When they first started out, they were supposed to be much like insects. The idea was that you could kill them, but they would always return in greater strength and greater numbers. Add that to advanced technology that could rapidly adapt, and ships that could literally think themselves back together, and you have a very potent threat.

However, over the years they have been diluted.

The first thing to go was the idea of their numbers. I could understand the first cube (Best of Both Worlds) being a probe, but by the pattern of behavior we were given in Q-Who, the next attack should have been say 10 cubes. If that failed, the next should have been 1000 cubes etc. But no, the next attack was again just one cube. Disappointing.

The second thing to go was their 'insect' mentality and structure. In First Contact, they acquired a Queen, but unlike insects, this queen directs the whole hive. That is not how insects work. An insect hive runs itself, the Queen is just an egg machine. The Borg were scary because you couldn't reason with them and they would not stop coming at you, even if you blew chunks out of their ships and killed their drones. By giving them a 'human' face, they lost the fear factor and becamse yet another generic galactic threat.

Then we get to Voyager. :(

Pretty much every episode of Voyager has weakened the Borg for no good reason. A cube which could destroy 39 Federation ships with damage at Wolf 359 now suddenly had problems with assimilating one small scout ship. Please! A society which started off with no individual thoughts, now suddenly has an active revolutionary group.

IMHO, the only good Borg episode from Voyager was Scorpion I & II. Yes they showed the Borg getting their heads handed to them, but at least it was by a group of big scary aliens. You could understand that.

So could the Borg beat the Galactic empire?

Now? Not a chance!

The Borg that were described in Q-Who. No guarentees, but maybe.
