Looks like the forum at school is a no go. Apparently the first thing that leapt into their minds wasn't a tremendous tool for creating a body of knowledge about nation-building, but the possibility of a university-sponsored NAMBLA forum. There is a way to get around it at the School of Public Policy, which has several off campus servers, but there was a Vice-Dean who nixed it. The guy never saw a new idea he liked. He was actually quite rude about the whole thing, and I'm not sure why.

I still think it's a tremendous idea, but am at a loss about how to proceed. The people at the Peace Operations Policy Project are interested. The school also maintains a WebCT forum engine, that I might be able to utilize somehow. It wouldn't require special security protocols, but they may be limiting the types of forums they allow to those that head class projects. As for setting up the weblogs we could always use Blogger, or Typepad (much better). The thing is that the University affiliation would be zero, until I demonstrate some clear advantage to the University for such a forum. But I'm just not sure how to proceed "under the radar," like that.
