The ball bounced slowly out into the street, the small toddler-aged boy following it. His eyes bounced around, mimicking the movement of the object he so desired. As the boy stepped off the curb his mother quickly swept him up, just as a hover-car sped by and swept the ball along with it. The boy burst into tears, leaving the mother unsure if it was because she had stopped his pursuit or because the ball was now gone. It didn’t matter, she held him tight as she stroked his head in a calming manner and said only the words moms know how to say.

T’orros colony has become a busy place since its original settlement a years ago (Due partly to the "great expansion" that Captain Howitzer had invisioned and set forth during his post-WR@ speech) It is designed to look much like Rugby in many ways, but the designers did take their care in accentuating the oceanscape with many large viewing ports that let in light from the surface, glanced out into a near by corral reef, or looked out on a school of native fish. Many of the tunnels that connected section were clear tubes; a being almost felt emerged in the water as they moved from one section to another. The lower levels of the colony were dedicated to mining, engineering, and command. The middle levels were given for residential/recreation purposes, as well as training and the medical and science bays. The top levels (some of which were above surface level) were left for the docking port, defenses, and more residential/recreational areas (including a wonderful gift shop that sells T’orros shot glasses—only for a limited time, while supplies last, get yours now).

Captain Howitzer personally selected the captain of the colony for the mission, or so it has been said. She’s a quiet sheltered type that doesn’t make many public appearances in front of the colony, but she keeps things running, so nobody complains. Her staff is diligent and remains in close contact with Rugby. The scientists on the colony often collaborate with those on Rugby, but that’s how it is on all Rugby colonies. No one is ever a communication relay away. It’s rumored that new tech is coming down from Rugby that will make traveling the distance between colonies non-existent, without the massive energy load portals need to be created. It would make mass transit and large equipment transfers a breeze. Many say it’s just a dream; Rugby can’t be that far advanced.

Like every good Rugby colony, a Tankup’s Bar® franchise is the mainstay for off duty officers and civilians looking for a good time. It doesn’t have the Tankup of course, but he’s been known to drop in and yell at everybody from time to time. Most of the time he’ll just try to get things to his liking over a comlink. As with Rugby’s Bar, live bands and games are a featured part of the experience. VR chambers are the most popular, they aren’t as expansive or real as Rugby’s holo-rooms, but they work nicely and don’t take up as much room. They’re basically small tubes that a being lies in and his/her/its senses are than fed information directly giving him/her/it the sensation of being in a different place.

Colony T’orros is a quiet place overall; It makes a nice vacation spot for those not wanting to leave Rugby jurisdiction. More importantly it gives much needed resources to a starbase that can’t generate it’s own. Once communication with Cybertron was cut off, colonies like T’orros became a major part of Rugby’s quest for survival.

The history of the colonies is long...and for the most part boring, so it will not be dictated here, but an overview will. A few colonies were established before the loss of communication with Cybertron (T'orros would be a part of this group). These were all part of the Cybertronian expansion that space-stations like Rugby played a part in. Originally, these colonies were not technically Rugby Colonies, rather Cybertronian colonies that received support, defense and fell under Rugby jurisdiction. When Rugby was forced to fend for itself after Cybertron's "black out," these colonies became part of Rugby's quest for survival, supplying the space station with much needed resources as well as a sensory grid to watch space and a defensive network to guard their territory. After the WR@, Howizter commissioned the establishment of outposts and other colonies as well as to build up the already existing colonies. His goal was to make Rugby even more self-sufficient, as well as to make Rugby space more secure than ever. Before the WR@ had fully taken over Rugby, many of the colonies were notified. These colonies (T'orros included) prepared to send reinforcements, but were told to stay away from Rugby because of fear that the WR@ could spread. Other colonies that did not recieve notification started to move to become independent, as Rugby had done during Cybertron's occupation. By the time that Rugby had gained back control, these colonies were on their way to becoming indepedent, individual identities, but Rugby wanted them back. Arguments insued. The majority have rejoined Rugby, but two did not and remained independent, but on good terms.
