Now that it is being used for the first time to trump all other senate rules, to block the majority as a matter of course, and to simply stop the senate from functioning at all - in other words, now that the republicans have changed the use and function of the rule - the dems position is that it needs to be changed back into what it used to be. Since the old 'gentleman's agreement' doesn't work with this new crowd of bomb-throwing anti-gummint extremists like Ted Cruz, something more tangible is necessary to take its place.
