You've downloaded the Bungie.net server IP update patch and installed it?
When the Bungie moved their b.net servers the IP addresses of b.net changed as well. You'll need to download bungienet file (or something like this) from Bungie website. I think the correct file is BUNGIENET in pref subfolder.

Another way, try reinstalling Windows... ;)
