Hmmmm, this ia a problem I had at one time at a different address. There was a very low bandwidth available due to location and although I could connect to the internet it wouldn't let me get on to Bungie. Occasionally this would improve but mostly you would get the "Bungie net does not appear to be responding" message. This could also be caused by a very slow ISP.

If it's not this and it's not what Ns said then I'm lost for suggestions :(
