I have to same prob (as I'm sure a lot of people do) and it really ruffles my feathers when irresponsible cat owners let their furry friends out (especially at night) to cause havoc on the local wildlife & our birds.
My solution is my dog!
But if you dont have or want a dog and you are humane (good choice) then enquire with your local council about hiring a cat trap for a week. Any cats that you capture in the baited cage will be sent to the pound and eventually the owners will get sick of paying $$ for their cats release.

ps I know that there are some repellant products out there but cats are cats and they do what comes natural - hunt! and I doubt the effectiveness of a smelly repellant.
