Yes, we do plan on "upping" the horse number limit as time goes on; we just had to put the limit at four to start out with, due to the fact that we can only do so much, what with school starting. Eventually, we plan to have a message board specifically for purchasing more horses. We will let you know, via announcements on the mainpage, when that will be.
As for more members, yes, we will be adding more eventually. For similar reasons with the horse number, we had to limit the total members at this time, so that we don't get too overwhelmed with the game. Right now, we have a waiting list system going on, but soon we may bump up the number of members.
