I've never been able to figure out the true story behind the film elements of "Hopping Off." I've heard the version you shared but I've also heard elsewhere that no film elements were ever found. Richard Bann would definitely be the one to answer this.
A script is out there, as is a cutting continuity, if I'm not mistaken. A friend and I are hoping to get our hands on both one day for a future project.
The photo in question, I believe, came from a recent book on Charlie Hall. Rena - or who we believe to be Rena - is in the photo, but the caption was more of a general description that would have appeared in on either the bottom or the back of any still from a Roach film. It reads the following:
"Scene from the Hal Roach-M.G.M. comedy, 'HOPPING OFF', starring Charley Rogers and Charley Hall with Rena Mandell, David Rollins, Mary Kornman and others in the supporting cast, directed personally by Hal Roach."
Side note, the aforementioned friend and I have taken to spelling Charley Rogers' first name as "Charlie," since that's how he'd spell it in signatures.
As for Rena Mandel, the IMDB page for "Vampyr" mentions that she was an artist's model with no real acting experience. In fact, nearly everyone in "Vampyr" was a non-actor, and that was their only film. It would seem this is no longer the case with Miss Mandel. Though I wonder how she ended up in Hollywood.
I'm not sure if there's a story with "Music in Your Hair." I know Billy Gilbert directed the first two of those Schmaltz Brothers shorts, but was allegedly given the boot on "Music" because he'd previously gone over budget. I think "Keg O' My Heart" was the one that never got a proper release. I seem to recall the version TCM ran as a reconstruction with Beau Hunks underscoring and silent musical numbers.
